Ottawa: Prime Minister Mark Carney has announced that Canada plans to officially recognise a Palestinian state in September 2025, making it the third G7 nation in recent days to commit to such a move. The recognition will be conditional upon democratic reforms by the Palestinian Authority, including the holding of elections next year that exclude Hamas.

This development follows similar announcements by the United Kingdom and France, increasing international pressure on Israel as violence and humanitarian concerns escalate in Gaza and the West Bank.


Canada’s Conditions for Recognition

During a press briefing, Carney clarified that Canada’s recognition will be tied to strict political requirements:

  • Palestinian Authority must hold free and fair elections in 2026

  • Hamas must not be allowed to participate in the electoral process

  • Commitment to a two-state solution must be reaffirmed by Palestinian leadership

“Canada supports the aspirations of the Palestinian people, but this recognition is contingent on ensuring a legitimate and democratic government that can foster long-term peace,” Carney stated.


International Context

Carney’s statement comes just a day after the UK announced it would also recognise a Palestinian state in September unless Israel agrees to a ceasefire and other conditions. France unveiled a similar initiative last week.

The move places additional diplomatic pressure on Israel, which has rejected such recognitions as counterproductive.


Israel’s Response

Israel’s foreign ministry condemned Canada’s decision, calling it “a reward for Hamas”. Israeli officials argue that unilateral recognitions undermine ongoing security concerns and negotiations.

At present, 147 of the UN’s 193 member states formally recognise a Palestinian state, though Canada and several other Western nations have historically withheld recognition pending a negotiated settlement with Israel.
