Geneva Commends Shift Toward Humanitarian Prioritization

Geneva, May 26, 2025 — The International Organization for Migration (IOM) has welcomed the European Union and United States’ decision to lift select sanctions on Syria, calling it a significant move to ease humanitarian suffering and facilitate aid efforts in the conflict-affected country.

Facilitating Humanitarian Aid and Recovery

In an official statement, IOM praised the policy shift, stating that the relaxation of sanctions will allow for more effective delivery of humanitarian assistance, reconstruction supplies, and basic services.

“The lifting of certain sanctions is a crucial development that will enable humanitarian actors, including IOM, to scale up efforts and reach more vulnerable Syrians in need,” said Amy Pope, Director General of IOM.

Impact of Sanctions on Civilians

Sanctions imposed on Syria since 2011 have complicated the delivery of vital goods and services, often affecting civilians as much as government actors. Humanitarian organizations have long struggled to navigate these restrictions while attempting to meet growing needs across the country.

Supporting Displacement and Return Efforts

With millions of Syrians displaced internally and abroad, IOM has emphasized the need for international support in rebuilding infrastructure, restoring livelihoods, and facilitating the safe and voluntary return of displaced populations.

“The Syrian people have endured extraordinary hardship,” Pope added. “It is essential that the international community continues to support recovery and stabilization efforts grounded in humanitarian principles.”

Cautious Optimism and Next Steps

While details of the sanctions relief are still emerging, early indications suggest that exemptions will ease the flow of aid and essential goods without undermining broader geopolitical goals. IOM reaffirmed its commitment to ensuring that the humanitarian gains from this move are both real and lasting.

IOM concluded its statement by urging donor nations and institutions to seize this opportunity to increase support for recovery operations in Syria, ensuring that the easing of sanctions translates into tangible improvements in the lives of those most affected by the conflict.
